Struggling students - college or other options

What options are teachers finding available for the struggling academic students who are in the norm range, but are not successful with hard core academics? Most high schools offer only two options, either college or a program for those with more serious disability. How are teachers and counselors assisting these other students so they don’t become drop outs, but rather productive members of society.

I was thinking maybe an internship. There are also certificate programs like CNA or CMA.
